			<content:encoded><![CDATA[<p>Grants are the financial amounts that are usually given to the people those who are not able to do financial expenditures from their own and also cannot afford some high profiled livings. So for them, government has started various grants or financial programs under which they are provided with all the requisite financial facilities for some of the well balanced and secured future. Every national government has started so many financial norms for their regular national citizens and also they are providing best possible financial support which they usually want for their effectual future. Business grants are also one such financial aid program which has started by so many governments for their local citizens mainly to those women those who are on the very urge of starting some new business or organizations from their own. The days are gone now when men dominated the women in every sector but, currently most of the sectors that one can easily find where, women have their well domination all around.</p>
<p>These days so many women are trying to cope up with some small business or starting some small scale industries or also doing some house hold business for their effectual future survival. They always finds some sort of initial financial difficulties and hence, for the same government worked hard over this issue and started numerous financial aid program specially for such kind of women or some other individuals those who wants to start some new business and for the same they require some initial investment cost. Moreover, these are the non refundable amounts that governments are distributing to the women means they don’t have to pay any back amount for the same to their higher authorities. The federal government has also started so many federal financial aid programs for the enhancement of the women.</p>

			<content:encoded><![CDATA[<p>Prime Minister Edward Natapei of Vanuatu has just lost his job over his failure to submit paperwork to excuse his absence from parliament recently.</p>
<p>The country is in turmoil after the Prime Minister&#8217;s office forgot to hand in a signed note<a href="http://www.metro.co.uk/weird/802078-prime-minister-loses-job-after-forgetting-absence-note"></a> excusing Natapei&#8217;s absence from parliament this past week. He was out of the country attending the meeting of Commonwealth<a href="http://www.chogm2009.org/home/"></a> leaders in preparation for the upcoming Copenhagen climate change talks. Natapei had to make an emergency trip back to Vanuatu to prepare for elections, which are expected to be held next week. A new Prime Minister will be elected by parliament. Until that election, a &#8220;caretaker&#8221; government is in place.</p>
<p>Vanuatu has already been suffering the consequences of global warming. There has been no speculation as to what this situational blunder might mean for Vanuatu with the upcoming climate change talks in Copenhagen. However, Vanuatu has been attempting to adress<a href="http://www.vanuatugovernment.gov.vu/ecoasia2000.html"></a> the issue for many years, so it is anticipated that even if another Prime Minister be elected next week, Vanuatu will not lose momentum on the climate change front.</p>
<p>Critics say<a href="http://online.wsj.com/article/SB10001424052748704500604574481841335221698.html"></a> that addressing climate change would mean little to the people of Vanuatu, the majority of who live in poverty. Vanuatu citizens lack the luxuries that much of the world now accepts are basic necessities of life, such as running water and sewage treatment. However, Vanuatu&#8217;s poverty runs deeper than that,  and many of its citizens struggle to feed and educate their families. Vanuatu&#8217;s economy relies mainly upon tourism and agriculture.</p>
<p>Advocates and scientists counter those critics by arguing that climate change, which means rising sea levels and increased storms, means that people living in places like Vanuatu will lose their homes altogether, becoming &#8220;climate refugees.&#8221; The United Nations has already acknowledged the risk to inhabitants of the island nation because of climate change.</p>

			<content:encoded><![CDATA[<p>The World Sevens Series champions, have the British immigration system to thank for being able to call on the services of the outstanding player in the sevens game this weekend.</p>
<p>Mikaele Pesamino earned himself a move to the Sale Sharks an English Premiership side riding on his great form in rugby&#8217;s abbreviated format.</p>
<p>Samoa&#8217;s maiden world series title campaign last term was uplifted by the tries he provided, but his expected move to the UK was supposed to cause him his participation this season.</p>
<p>But in a strange turn of events, he has yet to play for Sale and has been handed a sevens reprieve until the New Year because of visa issues. This is because of an English exam in January as part of his application for a work visa. This delayed visa has stalled him from joining the ranks of the sharks.</p>
<p>On the bright side it means he is available for Samoa sevens in the opening two legs of the series &#8211; in Dubai this weekend and George, South Africa, next week &#8211; providing a fillip for his side, as well as the spectators at The Sevens.</p>
<p>Even with Despite Pesamino&#8217;s presence, the favourites tag eludes the Samoans. It is New Zealand who walk in as the favourites in this weekend&#8217;s IRB tournament as they are the defending Dubai champions.</p>
<p>New Zealand also won gold at the recent Commonwealth Games in Delhi, and, despite making six changes to their squad for the Dubai Sevens, they remain the team to beat.</p>
<p>The only leading side who have managed to retain the majority of their squad from last season are England. Seven of their 12-man squad are centrally contracted to England sevens, and Ben Gollings, their captain, hopes familiarity will breed success.</p>

			<content:encoded><![CDATA[<p>The aceh province of Indonesia has adopted the sharia based criminal laws. The Human Rights Watch reported that these laws violate basic  human freedom and are being abused by the enforcers. These law apply on gambling to relationships between opposite sexes. Aceh enjoys autonomy in Indonesia since 2000.</p>
<p>The laws impose strict dress code. It prohibits two unlrelated men and women from being together. The Human Rights Watch said that these are being abused by the enforcers. Those rich and with contacts are being spared while the common people are suffering.</p>
<p>&#8220;These two laws deny people&#8217;s right to make their own decisions about who they meet and what they wear,&#8221; said Elaine Pearson, deputy Asia director at Human Rights Watch.</p>
<p>&#8220;The laws, and their selective enforcement, are an invitation to abuse,&#8221; she said.</p>
<p>The group has urged the local and the central government to repeal these strict laws.</p>
<p>Aceh is the only province in Indonesia explicitly authorized by national law to adopt legislation derived from Islam.</p>
<p>Sharia police have interpreted the &#8220;seclusion&#8221; law to prohibit merely sitting and talking in a &#8220;quiet&#8221; space with a member of the opposite sex to whom one is not married or related, regardless of whether there is evidence of intimacy, the group said.</p>
<p>It said serious abuses included aggressive interrogation, conditioning the release of suspects upon their agreement to marry, and in one case, the rape of a woman by sharia police while in detention.</p>
<p>Sharia police officials told Human Rights Watch that they sometimes force women and girls to submit to virginity exams as part of the investigation, the report said.</p>
<p>&#8220;Sharia police too often investigate alleged infringements unprofessionally or abusively and then demand inappropriate, and ultimately illegal, resolutions like trying to force couples to marry,&#8221; Pearson said.</p>
<p>Women were the overwhelming majority of those reprimanded by the sharia police under the law requiring Islamic attire, the report said.</p>
<p>Aceh emerged from decades of conflict in 2005 when the Indonesian government and the separatist Free Aceh Movement (GAM) signed a peace pact.</p>
<p>The pact was spurred by the December 2004 Indian Ocean tsunami, which killed about 170,000 people in Aceh alone.</p>
<p>Critics among the Acehnese have expressed concern about Islamic regulations that focus on morality and said that not all Islamic scholars agreed with the aspects of sharia in force in Aceh.</p>

			<content:encoded><![CDATA[<p>The Government of Thailand today made a cash donation of US$100,000 to Indonesia for the tsunami victims. This tsunami has hit the Mentawai Islands and West Sumatra on 25th October.  The Tahi Ambassador Thanatip Upatising handed these funds to the Indonesian Deputy Foreign Affairs Minister Triyono Wibowo on Wednesday. The Tsunami has struck the islands off the western coast of Dumatra on Wednesday. It was triggered by a 7.2 magnitude earthquake. A research conducted by the Indonesian and Japanese tsunami experts found than the tsunami had moved at a speed of 800 km per hour under the sea.  &#8220;Based on the results of research conducted by tsunami experts from LIPI, Tokyo University and Hokkaido University, the tsunami at Maonai, Sabeuguggung, Purorougat, North Pagai, had moved at a speed of 800 kilometers per hour at sea and at 30-40 kilometers per hour after land fall ,&#8221; an earthquake specialist of LIPI`s geotechnology division, , Eko Yulianto, said.  The tsunami surged over a distance of 100-250 meters inland , depending on the height of the tidal wave, he said.  &#8220;The height of the tidal wave that hit North Pagai was around six to seven meters,&#8221; he said.  The National Disaster Management Agency (BNPB) stated the big earthquake followed by a tsunami in Mentawai Islands had affected a large number of villages and caused 408 deaths, 303 people to go missing and 270 others to sustain severe injuries.  Initially it was estimated that around 33817 people are affected. But as many islands became inaccessible due to the tsunami this figure went up to 65000. Meanwhile, the government is trying to provide temporary shelters for the tsunami victims while waiting for the reconstruction of the Mentawai islands area. The construction of the temporary shelters was expected to be finished next December. The shelters will be constructed at a safe distance, so a next tsunami wont affect these shelters.</p>

			<content:encoded><![CDATA[<p><strong> </strong>In an attempt to stop the inflow of hot money that could destabilise the economy, Bank Indonesia is considering whether to impose a higher dollar reserve requirement on lenders.</p>
<p>The implementation of this policy would cause banks to increase their dollar reserves to as much as 3 percent to absorb the excess liquidity which has been acquired from a surge of foreign funds.</p>
<p>In the year 2008, the central bank had reduced the foreign exchange reserves statutory to 1 percent from 3 percent in order to increase the inflow of foreign exchange liquidity into the market during the time of recession, but is now considering bringing it back to pre 2008 levels.</p>
<p>In similar policy changes BI required lenders to set aside 8 percent of their rupiah deposits as reserves, up from 5 percent.</p>
<p>This policy might be accompanied by another that would penalize banks with loan-to-deposit ratios below 78 percent or above 100 percent</p>
<p>BI has been trying to control the surge in foreign funds as near-zero interest rates in developed countries has prompted investors to invest in emerging economies such as Indonesia.</p>
<p>Although foreign funds allow opportunities for growth, they cause inflation and have the potential to create asset bubbles that could burst, and lead to withdrawal of high amounts of investment causing destability in the economy.</p>
<p>The interest rate has been at a record low 6.5% since august this year.</p>
<p>The rate is one of the highest in Southeast Asia, turning Indonesia into a investment hot spot.</p>
<p>The central banks moves are being welcome as a positive step towards bringing stability to an economy which has seen much turmoil in the past.</p>
<p>Indonesia posted a surplus of $7 billion in the three months that ended in September, compared with $5.4 billion in the second quarter.</p>

			<content:encoded><![CDATA[<p>The crown for Miss South Pacific pageant has been awarded to Ms Joyana Meyer from the Cook Islands. She was crowned on Saturday night. Miss Meyer is currently studying for her Bachelor (Hons) Mechatronic Engineering at Auckland University, New Zealand.</p>
<p>When asked Joyanna answered that the Miss South Pacific Pageant is not just about beauty, but also about sharing all the unique pacific cultures present and learning from one another.</p>
<p>She is interested in keeping fit, traditional Cook Islands dancing, painting and designing wearable arts and honouring the lord.</p>
<p>According to her it is important to embrace our traditions to ensure their survival for future generations. When questioned about her childhood, she said that she considered herself fortunate to be raised in Roratonga where she lived her island culture and learnt the traditional knowledge from her grandmother and traditional elders.</p>
<p>During the Q n A round Joyanna answered that she has been taught to be respectful of her culture and traditions but at the same time she knows to accept the fact that sometimes modern day influences need to be balanced between old and new ways of thinking.</p>
<p>She believes that cultural, economic and environmental sustainability is one of the key issues facing South Pacific nations today and that all must ensure that what everyone do today is for the betterment and survival of our Pacific Island people into the future.</p>
<p>The 2009-2010 reigning Miss South Pacific Queen Marawalesi Nailatikau from Fiji crowned her moments after the announcement was made.</p>
<p>She took the crown after winning in the categories for best sarong, talent and photogenic</p>

There are so many methods that can be adopted so as to take precaution of these diseases but as far as the women are concerned, doctors are much concerned and have been giving them suggestion so as to wear diabetic socks for women. 			<content:encoded><![CDATA[<p>Lifestyle diseases are on the increase across the world, and the Pacific islands are no different. Here also, lifestyle diseases are increasing rapidly amongst the population. The workforce needed to service the individuals suffering from these diseases includes nurses, midwives and nurse practitioners. They are the ones that ensure that people stay healthy and maintain their condition.</p>
<p>The Fiji School of Medicine Dean Professor Ian Rouse delivered a talk on the importance of nurses in today’s time, as well as that of their co-operation along with other health professionals while marking the completion of 117 years of nursing and commencement of the International Year of the Nurse.</p>
<p>Professor Rouse wished to make a positive change in the field of nursing, in a bid to achieve Millenium Development Goals and good health for the population of Fiji. He expressed his views about the presence of diseases like dengue, typhoid and TB which have ceased to exist in some countries totally, as well as lifestyle-related diseases like diabetes, cancer, heart disease as well as newer health problems. He stated the importance of a systematic health care system which ensures the safety and good health of an individual from child birth and enables one to live a wholesome life into old age.</p>
<p>It is understood that any individual will have to interact with a nursing professional at some point in their lives, be it for regular checks or other procedures to relieve ailments. Professor Rouse understands this well and knows the need of an enthusiastic nursing profession is very real in order to help reduce infant mortality and maternal mortality, promote immunisation, aiding diabetics and promoting breast cancer and cervical cancer screenings. He also said that the Fiji School of Medicine plays a very important part in the medical field by developing the profession of nursing with courses in public health and health service.</p>

		<title>Cholera outbreak at Papua New Guinea a serious threat</title>

			<content:encoded><![CDATA[<p>Cholera is a very dangerous disease that spreads through epidemic behaviour and engages victims in large numbers. There is a cholera outbreak on the Papua New Guinea side of the Torres Strait which has been contained. However, officials in charge of health and administration presume that the deadly bacteria is now going inland. The Papua New Guinea Department of Health officials have reported that about 30 villagers on Daru, a tiny remote island off PNG’s Western Province Coast, have died from cholera while about a 1000 are infected and diagnosed with cholera.</p>
<p>Cholera, in which about 10 percent of the cases develop serious complications, is a water-borne disease that spreads rapidly through food, water sources and insect infestations.</p>
<p>The cholera outbreak which started in September around the North-Eastern coast of Papua New Guinea has now migrated to other regions like Daru. A critical relief operation is being run to assist and aid these victims and health officials in these regions with essential supplies, primarily headed by the World Health Organisation (WHO) and AusAID. Early misdiagnosis on Daru led the health officials to believe that the symptoms were related to typhoid. However, this caused wider spread of the disease and slowed down the response by health officials who later diagnosed the disease to provide more of cholera’s symptoms. Villagers travelling to and from Daru through sea and air aided in the spread of the disease as well. With efforts underway to restrict and reduce the disease’s influence on the southern coast, the disease that exhibits diarrhoea-like conditions is now receiving better co-ordinated response across the region.</p>
<p>The Australian Foreign Minister, Kevin Rudd, has stated that Australia will be giving an additional $500,000 in order to provide necessary medical supplies and clean water to the region, over and above the $1.7 million already provided to contain the disease that has claimed over 100 lives so far.</p>
